We’re excited to introduce the newest members of the Division of Student Affairs, each of whom shares our collective commitment to transforming lives, one student at a time. With diverse expertise and a dedication to student success, these new leaders will play a critical role in strengthening our programs, services, and campus community.

Sarah Clegg

Assistant Vice President, Title IX/DHR

Following a national search, Sarah Clegg was appointed Assistant Vice President for Title IX and Discrimination, Harassment, and Retaliation (DHR), bringing more than 20 years of leadership experience in higher education to this vital role.


Sarah's appointment reflects CSUSM’s continued commitment to strengthening Title IX and DHR services. Recent external reviews, including a systemwide assessment by Cozen O’Connor, a California State Audit, and evaluations through the NASPA Culture of Respect and TNG, recommended the establishment of a standalone AVP role with a collaborative reporting line to key campus leaders.


As AVP, Sarah will serve as the university’s Title IX Coordinator and DHR Administrator, overseeing compliance with federal and state mandates, including Title IX and the CSU Nondiscrimination Policy. Her portfolio includes prevention education, coordination of supportive measures, and oversight of university responses to reports involving discrimination, harassment, retaliation, and sexual misconduct.


Her background includes expertise in civil rights compliance, student conduct, and policy development. Prior to CSUSM, she served as Systemwide Senior Director for Civil Rights at the CSU Chancellor’s Office, advising campuses and shaping policy across the system.

Pamela Jackson

Conflict Resolution

Pamela L. Jackson, PhD, serves as the inaugural Director of Conflict Resolution, Office of Conflict Resolution (OCR), a new campus-wide resource available to students, staff, faculty, and administrators. Dr. Jackson comes to CSUSM with over 30 years of experience in higher education, as a counseling psychologist, educator, and administrator. She no longer engages in clinical work but uses her clinical acumen to facilitate understanding of psychological processes in conflict to enhance awareness and understanding of the conflict, support skill development, and to move towards resolution.  

Dr. Jackson comes equipped and committed to serving and supporting CSUSM. She emphasizes holistic growth and development, and endeavors to support the campus community in building and maintaining healthier learning, living, and working environments in a manner that evokes a level of care understood and experienced equitably.   

Working collaboratively within the campus community, Dr. Jackson strives to bring about resolutions that address concerns raised by students, staff, faculty, and/or administrators, and that fall within her purview. She hopes to facilitate curative processes that address or abate the negative effect of conflict. Grounded in trauma-informed practices, cultural humility, and a cultural-relational approach, Dr. Jackson supports the evolution and advancement of a culture of care at CSUSM.  

Marquel Reid

Assistant Director,

Black Student Center

Marquel Reid (he/him) serves as Assistant Director of the Black Student Center. With over a decade of experience supporting students across the P–16 spectrum, he has consistently developed and led data-informed initiatives that promote student success. His background includes impactful work on both coasts in the education nonprofit sector, demonstrating a commitment to equity and student development.


Most recently, Marquel served as Program Manager at Long Beach BLAST, where he led the Bridge to Success initiative—designed to help students build a positive vision for their future through career and higher education planning. His leadership reflects a deep understanding of how to empower students and foster meaningful engagement.


A Los Angeles native, Marquel holds a B.S. in Kinesiology with a minor in Africana Studies from CSU Dominguez Hills, and an M.A. in African-American Studies from Georgia State University. His academic and professional journey brings a valuable perspective to the Black Student Center and the broader CSUSM community.

Brandon Kellum

Outreach Coordinator,

Project Rebound

Brandon Kellum, a CSUSM graduate '24, joins Project Rebound as the Outreach Coordinator, bringing a unique combination of lived experience and professional insight to the role. He comes from Amity House, a residential program that supports formerly incarcerated individuals with re-entry resources. Having personally navigated incarceration and higher education, Brandon understands the transformative power of a college degree and models what’s possible for system-impacted students.


His journey through CSUSM and his current experience in a master’s program in counseling position him to provide informed, empathetic support to students. His work centers on building pathways to social mobility and creating opportunities for belonging, guidance, and growth.


As part of the continued evolution of Project Rebound, the program now has a dedicated home on the fourth floor of the Administration Building, adjacent to EOP. This space will serve as a hub for programming, collaboration, and counseling.
